Hiring in Morocco — CNSS, AMO & the first 5 employees

Hiring in Morocco is procedurally simple if you respect three institutions: CNSS for social security, ANAM for AMO health cover, and the Inspection du Travail for labour code compliance. This guide walks an Agadir founder from first hire through fifth.

Before you hire

  1. Affiliate the company at CNSS — automatic with the OMPIC e-creation but verify your numéro d’affiliation on damancom.ma.
  2. Open a livre de paie and a registre des congés payés (paper or digital).
  3. Choose a payroll tool: PayFit-style (none Moroccan-native yet) or local — Sage Paie, Cegid, Adequasys, Diavers, or accountant-managed.
  4. Display the labour code abstract and the règlement intérieur (mandatory > 10 employees but recommended from day 1).

The three contract types

Watch: Moroccan labour judges side strongly with employees in unfair-dismissal cases. Document everything; involve a labour lawyer before any contentious termination.

Hiring foreigners

  1. Try to hire Moroccan first (ANAPEC certificate of unavailability needed).
  2. File contrat de travail d’étranger at the Ministère du Travail.
  3. Process residence card at the prefecture.
  4. Specific exemptions for senior cadres in CFC-status companies and Casablanca Finance City scope.

Three Agadir-specific tips

  1. Talent pool: ENCG Agadir (commerce), ENSA Agadir (engineering), UIZ FST (sciences), OFPPT Tikiouine (technicians). Run on-campus job days each March and June.
  2. Salary expectations are 15–25 % below Casablanca for equivalent roles; cost of living in Agadir is ~ 30 % lower.
